This statement exphasises the value of experiences in addition to the mere ability of acquiring knowledge. Knowledge is fruitful when it is applied with due consideration. Youth is adamant and rigid to the acquired beliefs. Law is sometimes blind. If blind laws are applied rigidly without keeping an eye to the merits of the case, in spite of best intentions, this may result in more hardships and injustice. We should have wise discretion in applying the rules in different situations. Judicious discretion comes only with age and experience. Maturity of mind is its pre-requisite. That is why, in every field of public administration and in business, the young officers and employees are posted in probation for a certain period so that they acquire the maturity by training and experience as to where the rules are to be applied strictly and in what situations it becomes a must to make an exception. This sense of applicability of rules and their exceptions is to be followed in our day-to-day activities too.
